Abstract

Given the solid international academic approach that ties the consolidation of security and respect for the law with the effectiveness of efforts to enhance national identity and citizenship, the vital role of modern policing services emerges as a tool for deepening the sense of belonging and well-being. An original question also arises about the contemporary roles of the Royal Oman Police in supporting the promotion of citizenship, as a government agency that is legally and factually responsible for maintaining security and public order, in addition to providing varied e-government services, which requires an analysis of the nature of police roles in maximizing the values of citizenship and ways of promoting them, in comparison with leading international experiences and considering the objectives of Oman Vision 2040. By applying the descriptive-analytical approach, the study also aims to discuss the extent to which the curricula and academic programmes currently implemented at the Sultan Qaboos Academy for Police Sciences are responsive to the priority of citizenship according to Oman’s Vision, and whether the police education system needs improvement in this multi-dimensional field, especially since adaptive police education has become an effective tool for enhancing capabilities and building a police personality that supports the sustainability of responsible citizenship, which seems to undergo rapid changes and demands systematic development consistent with societal needs and capable of meeting national goals.

في ظل النهج الدولي والأكاديمي الرصين الذي يربط بين ترسيخ الأمن واحترام سيادة القانون من جهة، وبين فاعلية جهود تعزيز الهوية والمواطنة من جهة أخرى، تتجلى الأهمية المحورية للخدمات الأمنية الحديثة بمختلف أبعادها بوصفها أداة فاعلة لتعزيز الانتماء الوطني وتكريس مقومات الحياة الكريمة، وكذا يثور تساؤل أصيل حول الأدوار المعاصرة لشرطة عُُمان السلطانية في دعم وتعزيز أولوية المواطنة، باعتباره الجهاز الحكومي المختص قانونًًا وواقعًًا بالمحافظة على ا لأمن والنظام العام وكفالة الطمأنينة والسكينة في كافة مجالات الحياة، علاوةًً على تقديم خدمات حكومية إلكترونية عديدة ومتنوعة، مما يقتضي تحليل طبيعة الأدوار الشرطية في تعظيم قيم المواطنة وسبل النهوض بها، بالمقارنة مع التجارب الدولية الرائدة وبمراعاة الخصوصية المحلية، وفق مستهدفات رؤية عُُمان 2040 . كما تهدف الدراسة، وبتطبيق المنهج الوصفي التحليلي، إلى مناقشة مدى استجابة المناهج والبرامج الدراسية المطبقة حالياًً في أكاديمية السلطان قابوس لعلوم الشرطة لبُُعد المواطنة وفقًًا لرؤية عُُمان، وما مدى حاجة منظومة التعليم والتدريب الشرطي للتطوير والابتكار في هذا المجال متعدد الأبعاد، خصوصًًا وأن التعليم الشرطي المواكب أضحى الأداة الفاعلة لتعزيز الوعي والقدرات وبناء الشخصية الشرطية الداعمة لاستدامة المواطنة المسؤولة، هو ما يبدو أنه يمر بمتغيرات متسارعة، ويتطلب تطويرًًا ممنهجًًا يتفق مع الحاجات المجتمعية وقادرا على تلبية الأهداف الوطنية.
